Legal experts questioned Trump’s response to unrest in Los Angeles, saying the National Guard personnel involved will face strict limitations under the law.

"To have 100 troops in Westwood, where nothing had happened at all, and 100 downtown is just overreach," said LA Mayor Karen Bass.
